ChatGPT Ads in the Middle East: How Arab Advertisers Can Start in 2026

ChatGPT ads are now open in 14 Middle East and North Africa markets. Self-serve buying started at the end of August 2026 and covers Saudi Arabia, the UAE, Egypt and every other Gulf state. What has not arrived yet is local evidence: no advertiser has published Arabic-language results, prices or returns.

This guide covers who can buy, the rules that catch Arab advertisers out, what the first months elsewhere cost, and a first-month plan built for the region.

Which Arab countries can buy ChatGPT ads?

Fourteen MENA markets are listed as available for self-service in OpenAI’s Ads Manager. They are Saudi Arabia, the UAE, Qatar, Kuwait, Bahrain, Oman, Egypt, Jordan, Lebanon, Iraq, Morocco, Algeria and Tunisia, plus Israel. The rule that decides eligibility is where your company is registered, not where your customers are.

OpenAI’s wording is that the legal entity that advertises and is billed must be based in an available country. A Riyadh company can buy directly. A Dubai agency buying for a Saudi client opens the account under the Saudi client’s entity, and the billing details must match it.

Region Self-serve countries
Gulf (GCC) Saudi Arabia, UAE, Qatar, Kuwait, Bahrain, Oman
Levant and Iraq Jordan, Lebanon, Iraq
North Africa Egypt, Morocco, Algeria, Tunisia
Other MENA Israel

Which settings can you never change?

Three choices at signup are permanent: country, currency and time zone. OpenAI’s account setup guidance says none of them can be changed after the account is created. For a group with companies in several Gulf states, that usually means one ad account per billing entity and currency.

Choose the currency your finance team books in, riyals for a Saudi entity and dirhams for an Emirati one, and the time zone of the market you care about most. An account opened in US dollars for a Saudi business forces every budget through an exchange rate, and the invoices will not match local books.

Which businesses are not allowed to advertise?

This is the rule that catches most Arab advertisers. OpenAI’s policy table has two columns, the US and all other countries, and the second is far stricter. Many health and finance categories allowed in the US are not allowed anywhere else, including the Gulf.

Category US Saudi Arabia, UAE, Egypt and all other countries
Dietary supplements Allowed Not allowed
Minimally invasive cosmetic procedures Allowed Not allowed
Consumer medical devices and wellness apps Allowed Not allowed
Legal services Allowed for US-licensed lawyers Not allowed
Personal loans, buy now pay later, remittances, crypto Restricted Not allowed
Insurance (not health) and deposit accounts Allowed Restricted to approved advertisers
Health software and financial software Allowed Allowed
Prescription medicines, online pharmacies, telehealth Not allowed Not allowed

The practical effect is large in this region. A Dubai aesthetics clinic cannot advertise fillers, a Saudi supplements brand cannot advertise at all, and a Cairo law firm cannot advertise its services. Check your category before you open an account, not after the first ad is rejected.

What does a first test cost?

Nobody has published Gulf prices, so the only evidence comes from other markets. OpenAI suggests a starting bid of $3 to $5 per click and publishes a $25 daily minimum for US-dollar accounts. It has not published floors for riyals, dirhams or Egyptian pounds, so confirm yours inside a draft campaign.

Prices elsewhere moved a lot in the first months. In the UK, the first market outside North America, one agency was advised to start at a £45 CPM and Adthena reported cost-per-click swings of 39% to 278%. Across five markets in June 2026, Synter paid between $5.10 and $22.89 per click at similar CPMs, because click-through rate varied by country.

Expect the same pattern in a newly opened Arab market. Prices start soft while few advertisers bid, then rise as competitors arrive. Budget for volatility in the first month and judge results weekly.

Who will actually see your ads?

Only users on ChatGPT’s Free and Go plans. Plus, Pro, Business and Enterprise accounts stay ad-free, and OpenAI does not show ads to users identified as under 18. OpenAI reports more than 1.2 billion weekly ChatGPT users worldwide but publishes no plan mix by country.

For consumer brands in Egypt or Saudi Arabia that reach is broad. For B2B advertisers it is narrower: senior buyers who pay for ChatGPT at work will not see your ads at all, so size a B2B test to learn rather than to convert.

How should an Arab advertiser run the first month?

Treat the first month as a measured test with a cap, not a channel launch. This order avoids the most common mistakes:

  1. Check your category against OpenAI’s policy table for countries outside the US.
  2. Open the account under the right legal entity, currency and time zone.
  3. Install the OpenAI pixel or Conversions API and confirm one conversion event before spending.
  4. Split campaigns by country, then by language, with Arabic and English in separate ad groups.
  5. Write context hints from real customer questions in the language your buyers use in chat.
  6. Cap the month’s spend and agree in advance what result earns a second month.
  7. Check lead quality outside Ads Manager. In one published B2B test, 5 of 146 organizations behind the clicks matched the target customer.

The short version

ChatGPT ads are open across the Gulf, Egypt and North Africa, but the rules are stricter here than in the US and nobody has published local results yet. That is an opening for the advertisers who test first and measure properly.

Confirm your category, open the account under the right entity and currency, and run a small, tracked test per country. VOCTOS plans and runs ChatGPT ads campaigns for advertisers in Saudi Arabia, the UAE and Egypt.
