What SEO Costs in Arab Markets: 2026 Prices From Agencies and Freelancers

Monthly SEO in Arab markets costs from under USD 100 to over USD 6,000. Agencies’ published ranges put a typical month at SAR 2,000 to 20,000 in Saudi Arabia, AED 1,500 to 22,500 in the UAE and EGP 4,750 to 15,000 in Egypt. Those medians come from the ranges 17 agencies publish, out of 44 agencies whose pages we read on 18 October 2026.
Read them as advertised prices, which in other markets sit well below what buyers pay. La Fabrique du Net analysed 683 real SEO budgets in France. The median entry price that 296 agencies displayed was EUR 1,000, against a median project of EUR 5,000.
How much does SEO cost per month in Saudi Arabia, the UAE and Egypt?
A typical monthly SEO retainer runs about USD 530 to 5,300 in Saudi Arabia, USD 410 to 6,100 in the UAE and USD 90 to 290 in Egypt. Those are medians of the floor and ceiling prices agencies publish for each market. Entry packages sit lower: a median USD 152 across eight Egypt-based agencies.
The table separates what agencies charge for their own packages from what they say the market charges. Prices are per month unless marked, in local currency with US dollars in brackets.
| Provider type | Saudi Arabia | UAE | Egypt |
|---|---|---|---|
| Agency entry packages (own published price) | SAR 2,500 (USD 667) for local SEO; SAR 575 (USD 153) from a Cairo agency selling to Saudi clients; USD 499 on an India-based agency’s Saudi page | AED 1,999 to 2,999 (USD 544 to 817); AED 7,000 (USD 1,906) retainer floor at a second agency; USD 189 to 2,000 in Clutch packages from Dubai-listed firms | EGP 4,000 to 14,500 (USD 76 to 277) in pound price lists; USD 38 to 420 in dollar price lists; median USD 152 across 8 agencies |
| Agency top tiers | SAR 15,000 (USD 4,000) | AED 15,000 (USD 4,084) | EGP 10,000 to 44,500 (USD 191 to 849); median USD 611 across 7 agencies |
| Market range agencies publish (median floor to median ceiling) | SAR 2,000 to 20,000 (USD 533 to 5,333), 5 agencies | AED 1,500 to 22,500 (USD 408 to 6,127), 6 agencies | EGP 4,750 to 15,000 (USD 91 to 286), 6 agencies |
| Directory firms charging under USD 50 an hour | 70.9% of 55 firms that show a rate (GoodFirms) | 58.8% of 68 firms (GoodFirms) | 68.9% of 103 firms (GoodFirms) |
| Freelancers (hourly) | No Arab marketplace data in this edition; Upwork’s worldwide median for SEO experts is USD 15 to 35 | Same as Saudi Arabia | EGP 350 to 650 (USD 7 to 12), one Egyptian agency’s market estimate |
The Gulf and Egypt sit far apart. Saudi and UAE ranges bracket the foreign benchmarks: Ahrefs’ poll of 439 SEO providers put the average at USD 2,917 a month. Clutch’s review data puts the average monthly project cost at USD 3,199. Egypt’s median ceiling of USD 286 is about a twentieth of the Gulf figures.
Kuwait and Qatar have thin public data. The one Kuwait agency with a published price lists KD 50 to 120 a month in its package cards. Its FAQ on the same page lists KD 150 to 250 and puts the market at KD 150 to 400. We found no Qatar agency that publishes an SEO price.
In our file, own price lists were easier to find for Egypt than for the Gulf. We found published packages from 8 Egypt-based agencies but only three priced offers aimed at Saudi buyers. A Riyadh agency lists local SEO at SAR 2,500 to 15,000. A Cairo agency converts its Egyptian packages to SAR 575 to 1,790, and an India-based firm sells plans at USD 499 to 1,999.
How do agencies in the region price SEO?
Most agencies that publish prices sell a monthly retainer packaged in two to four tiers, plus one-off audits, hourly consulting and the occasional performance deal. In the 11 package ladders we collected, the top tier costs a median 3.3 times the entry tier, and the difference mostly buys more pages, articles and links.
Packages show what each tier buys: a Greater Cairo agency’s EGP 14,500 entry plan covers up to 30 keywords and five optimised pages. Its EGP 44,500 plan covers more than 150 keywords, 25 pages a month and eight articles. An Alexandria agency’s USD 399 plan includes strategy, an audit and a monthly report but no articles; its USD 899 plan adds 12 articles a month.
The Kuwait package cards and the Greater Cairo entry plan ask for a three-month minimum. The same Kuwait page lists six- and 12-month minimums for its higher FAQ tiers, so read the term before the price.
For one-off SEO audits, agencies publish estimates of SAR 1,500 to 10,000 in Jeddah and EGP 20,000 to 75,000 in Cairo. A Dubai agency puts a one-time local SEO setup at AED 2,500 to 6,000, and Upwork’s own hiring guide prices a technical audit at USD 2,500 to 4,500 worldwide.
Hourly rates mostly apply to consulting, and among directory firms that show one, the USD 25 to 49 band is the most common in Saudi Arabia, the UAE and Egypt. Performance deals are rare. One Saudi-market page offers top-10 rankings within six months or no fee, which ties the fee to something no agency controls.
What moves an SEO quote in Arab markets
Scope moves the number: languages, pages and articles a month, link building, technical repair and AI-search work. So does location, because the firm behind a local listing often sits elsewhere. On Clutch’s Dubai SEO page, 17 of the first 30 firms are headquartered outside the UAE, and their package prices differ by a factor of ten.
- Two languages cost more: one UAE agency charges AED 1,999 a month for local SEO and AED 2,999 for Arabic and English SEO, a 50% premium. No package we recorded names a dialect (Gulf, Egyptian or Modern Standard Arabic) as a deliverable, so ask.
- Content volume drives most ladders, as at one agency that goes from no articles to 12 a month while its price rises from USD 399 to 899. Another goes from 6 to 22 articles for EGP 8,000 to 25,000.
- Links scale the same way: one firm listed in Cairo on Clutch goes from 2 to 20 links a month as its price rises from USD 420 to 1,800.
- Six price lists in our file now include AI-search or GEO work, from a one-off KD 150 service in Kuwait to retainer line items in Dubai and Cairo. Where agencies had priced it, SE Ranking’s survey of 260 mostly US and European agencies found USD 937 a month on average.
- Competitive sectors pay more. A Dubai agency’s 2026 cost guide prices legal, medical and real estate SEO at AED 15,000 to 40,000 a month, against AED 3,000 to 8,000 for a typical small business.
The six Dubai-page firms that show an SEO package on Clutch start at USD 189, 250, 350, 400, 750 and 2,000 a month. Three of the four cheapest are headquartered in India, and the most expensive in the UK. Ask where the team that writes your Arabic content sits.
Freelancers or an agency: what the price gap buys
A freelancer costs less because you buy one person’s hours, not a team. Worldwide, Upwork puts the median for SEO experts at USD 15 to 35 an hour. Ahrefs’ poll of 439 providers found freelancers averaging USD 1,349 a month, against USD 3,209 for agencies.
We could not price Arab freelance marketplaces this time. Mostaql and Khamsat returned no readable listings to our text reader on 18 October 2026, so this edition has no marketplace medians for Saudi Arabia, the UAE or Egypt. On Fiverr’s SEO category pages, the 30 gigs we sampled started at USD 5 to 100, with a median of USD 15. The sellers whose country showed were in Pakistan, India and the UK.
A freelancer costs less because you buy one person’s hours, not a team.
Local reference points are scarce: one Egyptian agency puts local hourly rates at EGP 350 to 650 (USD 7 to 12). GoodFirms places 25 of the 103 Egyptian SEO firms that show a rate in its lowest band, under USD 25 an hour.
A freelancer fits a defined job: an audit, on-page fixes or a batch of articles under your own plan. An agency earns its premium when the work spans technical fixes, two languages, links and monthly reporting, and when the programme has to survive one person leaving.

Which red flags show up on SEO price pages?
Ranking promises top the list of red flags. Of the 30 agency websites we read on 18 October 2026, 6 promise rankings, and 4 of those name a deadline between 30 days and six months. Three more sites promise growth, conversions or extra traffic instead. Link-heavy budget packages and two prices for one service are the other warnings.
Promises and disclaimers often share a site. Thirteen of the 30 websites warn against ranking guarantees, and four of those thirteen still promise rankings or results on the same site.
Cheap link packages are the second flag. The lowest monthly price in our file is USD 38 after a USD 100 first month, for a plan that lists ten articles and more than 100,000 backlinks a month. Editorial outreach takes 10 to 13 hours per link by one German agency’s published estimate, so 100,000 links a month can only be automated or bought placements. Google’s spam policies treat those as link spam, and our review of Google’s September 2026 spam update on Arabic websites explains what those policies cover.
Inconsistent prices are the third flag: one Dubai-listed firm advertises SEO from USD 400 a month on Clutch and from AED 2,999 (USD 817) on its UAE site. One Kuwait page shows two sets of package prices. Among the 18 agencies that publish their own price, only one page, a Cairo agency’s, says whether VAT is included.
How to compare SEO quotes line by line
Send every agency the same written brief and ask each to price it with monthly volumes: pages optimised, articles, links, languages and reports. Then compare cost per deliverable rather than package names. A quote that cannot say who fixes technical issues, or what you keep when you leave, is unfinished.
| Line item | What the quote should state | Question to ask if it is missing |
|---|---|---|
| Markets and languages | Countries targeted, Arabic and English versions, the Arabic variety used for content | Which language versions are included, and who writes each one? |
| Technical work | Audit scope, and whether fixes are done or only recommended | Do you fix these issues yourselves, or only list them? |
| Content | Pages and articles per month, length, review and approval steps | How many pieces a month, and who edits the Arabic? |
| Links | Number per month, type of sites, whether placement fees are included | Are link costs inside this price? |
| AI search | Which AI answers are tracked, the prompts, how often it is reported | Which engines will you check, and against what starting point? |
| Reporting | Frequency, metrics, tools, who presents it | What will the monthly report show, and who walks us through it? |
| Term and exit | Minimum term, notice period, what you keep | If we stop after three months, what stays with us? |
| Price basis | Currency, VAT, monthly or per project, payment timing | Is VAT included, and is this per month or for the whole project? |
If two quotes for the same brief differ by more than two times, pay for an audit before choosing. Agencies publish audit estimates from SAR 1,500 in Saudi Arabia, and the audit shows which quote matched the work. For a shortlist, start with the Saudi SEO companies we scored this month, our Dubai SEO company scores or the Kuwait agencies we checked.
Directory reviews are thin evidence in Saudi Arabia. On Clutch’s Saudi SEO page, 42 of the 51 firms had no client review yet, against 1 of the 45 firms on the Dubai page. Ask Saudi bidders for references you can call.
Our read
Treat a published SEO price in Arab markets as an entry ticket, never as a quote. Our position: decide scope first, then price it. Expect bilingual work with monthly content and links to land in the upper half of the ranges agencies publish, because Arabic and English are two content operations.
The data supports a hard line on guarantees and on hidden prices. A fifth of the agency sites we read promise rankings, and two of those six carry their own disclaimer too. Firms that publish prices are the minority: of 31 Gulf agencies we scored this month, 24 quote only on request.
A published number helps only when it lists volumes. The package ladders that state keywords, pages, articles and links per month let a buyer compare; ranges without deliverables do not, whoever publishes them.
VOCTOS sets out how it prices on its cost of services page: free tools, fixed-price audits and retainers quoted after a scoping call.
How we collected these prices
We read agency websites, Clutch and GoodFirms listings and freelance platform pages on 18 October 2026. The price file holds 44 agencies serving Saudi Arabia, the UAE, Kuwait and Egypt. Of those, 30 publish a price or range: 18 their own SEO price and 12 only a market range, while 14 publish none.
- The statistics use SEO-specific prices only. Bundles that mix SEO with ads or social media are logged in our file and left out. So are general budget sliders, a 2015 article and a price that appears only in a firm’s own ranking list.
- An agency’s own fee (package, retainer, starting price, audit) is kept apart from its description of the market. Market medians use the lowest and highest monthly figure each agency publishes.
- Two frames measure how often prices are published. One is the first 30 firms on Clutch’s Dubai SEO page, each profile opened; the other is the 31 Gulf agencies VOCTOS scored for its October 2026 rankings.
- Directory counts cover Clutch’s Saudi page (51 cards of 116 firms) and Dubai page (45 of 1,148). On GoodFirms they cover Saudi Arabia (96 of 99 firms), the UAE (96 of 1,019) and Egypt (all 155).
- Prices convert at SAR 3.75 and AED 3.6725 per US dollar, both pegged, and at EGP 52.4, the conversion Paylab applied on 18 October 2026. Kuwaiti dinar prices stay unconverted.
- The samples come from price searches and link-following, not a random draw. Saudi own-fee prices rest on three agencies, Mostaql, Khamsat and Upwork’s country pages gave no readable data, and we found no Qatar price. No agency is named.
A quote that cannot say who fixes technical issues, or what you keep when you leave, is unfinished.
FAQ
How much should I pay for SEO per month in Saudi Arabia?
Start from your scope, then check it against the market. The ranges Saudi-serving agencies publish have a median floor of SAR 2,000 (USD 533) and a median ceiling of SAR 20,000 (USD 5,333) a month. That is based on five agencies read on 18 October 2026. Ask for monthly volumes before comparing quotes.
Is SEO cheaper in Egypt than in Dubai?
Yes, by a wide margin. Egypt-based agencies publish ranges with a median of EGP 4,750 to 15,000 a month (USD 91 to 286), while UAE-serving agencies publish AED 1,500 to 22,500 (USD 408 to 6,127). Entry packages from eight Egypt-based agencies have a median of USD 152 a month.
Why won’t SEO agencies publish their prices?
Most don’t. Of 31 Gulf agencies VOCTOS scored in October 2026, 24 quote only on request, and only 6 of the first 30 firms on Clutch’s Dubai page list an SEO package. Agencies say scope varies too much by site size, markets and languages; you can still ask for a written monthly range.
An agency guarantees first page in 90 days. Should I sign?
No. Rankings depend on Google and on your competitors, so nobody can promise them, and 13 of the 30 agency sites we read warn against such promises themselves. Ask instead for commitments the agency controls: pages fixed, articles delivered, links earned and a monthly report against a measured starting point.
Is a SAR 1,000 a month SEO package worth it?
Only for a narrow job. SAR 1,000 is USD 267, half the median floor of SAR 2,000 that Saudi-serving agencies publish. At that price, expect a few optimised pages or a short batch of articles, without technical work, two languages and links. Get the monthly deliverables in writing before paying.
What to settle before you ask for a price
A price only means something next to the scope it pays for. A Riyadh retainer and a Cairo package can both be fair for very different amounts of work, so ask what a month buys before asking what it costs. A written brief is what turns three quotes into a real comparison.
If you have a written brief with markets, languages, page counts and goals, send it to three agencies, ask for monthly volumes and compare cost per deliverable. If you do not, fix that first with an audit, so every quote prices the same work.
Once the brief is ready, scope an SEO plan for my site with the VOCTOS team.
