The best ChatGPT Ads agency for a Middle East advertiser in 2026 is the one that can legally open an account in your country, write context hints in the language your buyers actually type, and tell you afterwards what the spend bought. On those criteria VOCTOS ranks first for regional advertisers, followed by WPP Media and Jellyfish. Below are 13 providers, scored on seven disclosed weights.
What changed in the last ten days, and why most articles on this topic are now wrong
ChatGPT Ads self-serve opened across MENA on 31 August 2026. On 7 September, OpenAI’s availability table listed 11 Arab countries and left out Saudi Arabia and the UAE, which is what we reported at the time and what most regional coverage still says. That is no longer true. As of 16 September 2026 the Ads Manager availability page lists 56 countries, all marked Available, including Saudi Arabia, the United Arab Emirates, Egypt, Qatar, Bahrain, Kuwait, Oman, Jordan, Lebanon, Iraq, Morocco, Tunisia, Algeria, Israel and Turkey.
A Riyadh or Dubai advertiser can now open a self-serve account directly. We were wrong for nine days and we are correcting it here rather than quietly editing the old post.
One restriction survived the expansion, and it is the one that matters most in this region. Under OpenAI’s advertising policies, updated 10 September 2026, ads for health services, financial services and legal services outside the United States are prohibited. Not restricted. Prohibited. A Gulf clinic, a Cairo bank and a Dubai law firm are all locked out of the channel today regardless of which country their entity sits in. Roughly half the advertisers who ask us about ChatGPT Ads fall into one of those three categories, which is why the first thing any competent agency should do is tell you whether you are eligible before it quotes you.
Who this list is for
This list is written for businesses in the Middle East and the wider Arab world spending somewhere between $5,000 and $100,000 a month on paid media. It is not written for advertisers who already hold a holding-company retainer. That distinction drives the weights below, and it is the reason the ranking looks different from the American roundups on the same keyword. A group that will not take a $15,000 monthly account is not a realistic option for most readers of this page, however good it is.
How we ranked them
Between 1 and 17 September 2026 we reviewed 31 agencies, holding groups and white-label providers that either advertise ChatGPT Ads capability or operate paid media in MENA at scale. Thirteen made the list. Every claim below was checked against the provider’s own website on 17 September 2026, and anything we could not verify on a first-party source is marked in the Editor’s Note at the end.

1. VOCTOS

Best for: Arabic-language and Gulf advertisers who need someone to check category eligibility and build the Arabic context-hint set before any budget moves.
VOCTOS is a Cairo-based search agency, in-house since 2017, with 500+ projects delivered across 22+ countries. It holds Google Premier Partner status, re-earned in 2025, and Clutch named it a top SEO, SEM and PPC company in Egypt for 2026 across 20 category badges. On Clutch it holds 5.0 out of 5 across 8 named reviews, checked 17 August 2026.
The reason it places first here is narrower than the badge list. ChatGPT Ads does not run on keywords. It runs on context hints, which are plain-language descriptions of the conversation your ad should sit under, and the auction that decides delivery is relevance-weighted rather than price-weighted. That means the raw material of a good campaign is knowledge of how buyers phrase a problem to an assistant. VOCTOS already collects that data for its GEO clients: a fixed prompt set is run on a schedule across ChatGPT, Google AI Overviews, AI Mode, Gemini, Perplexity and Copilot, and the answers are stored word for word and marked correct or wrong. For an Arabic advertiser, that prompt library is the thing a Pennsylvania or London agency cannot assemble from a translation brief.
The paid-media side is conventional Google Ads work, not ChatGPT-native, and we are not going to dress it up as more than that. What it brings is account discipline: a written baseline recorded before anything changes, cost per qualified lead reconciled against the CRM rather than platform-reported conversions, and one named manager reachable directly for the length of the engagement. VOCTOS will not put a position, a click price or a lead volume into a contract, because none of those three belong to an agency to promise.
The honest limitation: VOCTOS has no long ChatGPT Ads track record, and neither does anyone else in this region. The channel opened to MENA on 31 August. Any agency claiming a year of regional ChatGPT Ads results is describing something that did not exist.

Verifiable result: Delta Medical Laboratories reached 1M+ monthly organic visits and 159,200 organic keywords since March 2026, with 1,186 keywords at #1 in Saudi Arabia and 5,570 pages cited across ChatGPT, Gemini, AI Overviews and AI Mode. That is organic search in one market for one client, not a paid media figure, and we will not present one as the other.

What the client portal actually shows
The measurement side of this is not a promise, it is a screen you log into. Every VOCTOS client gets one login covering AI visibility, brand health, organic performance, content, paid media and the roadmap behind them. Two of those screens decide whether a ChatGPT Ads program can be judged honestly.

The AI Visibility screen runs a fixed prompt set on a schedule across ChatGPT, Google AI Overviews, AI Mode, Gemini, Perplexity and Copilot. It records whether you were named, where in the answer you appeared, and who appeared beside you. Because the prompt set does not change between runs, the trend line means something: you are watching the same questions over time rather than a fresh sample each month. Those same prompts are the raw material for an Arabic context-hint set, which is the reason the organic work and the paid work sit in one place rather than two.

The PPC screen is deliberately blunt. Spend, conversions and cost per conversion sit next to the wasted-spend view: the campaigns, terms and placements producing cost without result. The point of that screen is to make the weak half of an account impossible to skip over in a monthly call. Applied to a three-week-old channel, it is also the fastest way to kill a context hint that is buying clicks from the wrong conversation.

2. WPP Media

Best for: Regional enterprise advertisers who already work with a holding group and want ChatGPT inventory folded into an existing media plan.
WPP Media joined OpenAI’s ChatGPT ads pilot in February 2026 alongside clients including Adobe, Audemars Piguet, Audible, Ford and Mazda. Its MENA footprint is the deepest of any provider on this list: Amman, Baghdad, Manama, Beirut, Cairo, Casablanca, Doha, Dubai, Abu Dhabi, Kuwait and Riyadh, with the regional hub in Dubai Media City.
The technology story is WPP Open, an agentic marketing platform, and Open Intelligence, a proprietary model built on Infosum technology. For ChatGPT Ads specifically, the practical value is buying scale and early access rather than anything native to the channel. WPP does not sell ChatGPT Ads as a named service, and its own corporate site does not mention OpenAI at all.
Signature capability: WPP Open and Open Intelligence.
Notable clients: Coca-Cola, Ford, Boots, No7, du Telecom, L’Oréal KSA, Spinneys, Doha Film Institute.

The catch: Minimum engagement sizes put this out of reach for most mid-market regional advertisers.
3. Jellyfish

Best for: Brands that want paid ChatGPT placement and organic AI brand perception measured inside the same product.
Jellyfish, part of The Brandtech Group, runs Share of Model, a measurement product that benchmarks how large language models perceive and recommend a brand against its competitors. On 3 August 2026 it added AI Ads Optimization to that product, with ChatGPT and TikTok ad support stated as available globally. That is closer to a genuine ChatGPT-native capability than anything else on this list outside the two dedicated service pages.
Jellyfish reports over 1,600 people across 30 offices in 22 countries, and operates from Dubai. Its named framework for this work is Generative Engine Marketing, attributed to Jack Smyth.
Signature capability: Share of Model, with the AI Ads Optimization module.
Notable clients: HOKA, Booking.com, Experian, Warner Bros, Japan Airlines, Swarovski, Vodafone Italy, Marks & Spencer.
Third-party list presence: 8/10.
The catch: Arabic-market work is not something Jellyfish publishes evidence of, and Share of Model’s value depends on having enough brand presence for models to have an opinion about you in the first place.
4. Dentsu

Best for: Advertisers who want a named OpenAI launch partner on the account and have budget at holding-group scale.
Dentsu joined OpenAI’s ad pilot as an early test partner in February 2026 and was named a UK launch partner in June 2026, running campaigns for Hilton, Hiscox, Next and Tesco. Its Middle East operation sits in Dubai Internet City, with regional work for Accor, KFC Egypt, Samsung, Mastercard, Mövenpick, Microsoft and Nayomi.
The stack worth knowing about is dentsu.Connect, Generative Audiences powered by dentsu.AI, and Merkury for person-based identity. Like the other three holding groups, Dentsu sells ChatGPT ads through existing media practice rather than as a standalone product.
Signature capability: Merkury identity platform plus Generative Audiences.
Notable clients: Hilton, Tesco, Next, Hiscox, Accor, KFC Egypt, Mastercard.
Third-party list presence: 9/10.
The catch: Only the Dubai office is published. If your team sits in Riyadh or Cairo, ask where the people on your account actually are.
5. NoGood

Best for: Funded startups and SaaS companies running paid acquisition and AI visibility as one workstream.
NoGood is a New York growth agency with a published office at Trade Centre 2 in Dubai, which is the clearest first-party MENA presence of any American agency on this list. Its answer engine optimization practice is a named service, and it operates Goodie AI, a proprietary platform for monitoring AI visibility and optimizing for ChatGPT, Claude and Perplexity.
ChatGPT Ads is not a named service line. What NoGood has instead is the adjacent capability, and a team small enough to move on a new channel quickly.
Signature capability: Goodie AI visibility platform.
Notable clients: ByteDance, MongoDB, Inflection AI, Chime, Ghostery.
Third-party list presence: 8/10.
The catch: Arabic-language execution is not something NoGood publishes evidence of, and its client pattern is US venture-backed technology rather than regional commerce.
6. Omnicom

Best for: Large advertisers consolidating media, commerce and identity data after the IPG merger.
Omnicom is one of the four agency groups OpenAI named as ChatGPT ads partners. Its acquisition of Interpublic closed on 26 November 2025, producing a group with pro-forma revenue in excess of $25 billion. MENA delivery runs through subsidiary networks, with published offices in Dubai, Riyadh, Jeddah, Beirut and Cairo.
The relevant technology is Omni, its marketing and sales intelligence platform, Acxiom Real ID for identity resolution, and Flywheel Commerce Cloud for retail media.
Signature capability: Omni plus Acxiom Real ID.
Notable clients: Not published on the corporate site. Client names appear only on individual network sites.
Third-party list presence: 7/10.
The catch: A group integrating a $25 billion merger is not where a mid-market regional test campaign gets senior attention.
7. Publicis Groupe

Best for: Advertisers who need first-party data infrastructure underneath a new channel rather than campaign management alone.
Publicis is named by OpenAI as a ChatGPT ads agency partner. Its strength in this context is data assets rather than media craft: Epsilon and Conversant give it identity and addressability that most agencies rent, and CoreAI sits across the group’s delivery.
We rank it seventh for a specific reason. OpenAI’s announcement names Publicis, but Publicis publishes nothing about the partnership on its own site, no client work, and no office locator. Of the four holding groups here, it is the hardest to verify from first-party sources.
Signature capability: Epsilon and Conversant identity data, CoreAI.
Notable clients: None published on the corporate site.
Third-party list presence: 7/10.
The catch: Ask for the MENA team and the named ChatGPT ads lead in writing before signing anything.
8. WebFX

Best for: English-language advertisers who want the channel bought, tracked and attributed to revenue by one team.
WebFX runs one of only two dedicated, named ChatGPT advertising service pages we found anywhere. The service explicitly covers ChatGPT Ads Manager, and it connects to two products that matter here: OmniSEO, which tracks brand visibility inside LLM answers and can therefore source real prompts for context hints, and RevenueCloudFX, which ties ad exposure to closed revenue rather than platform conversions.
That combination, prompt data feeding the hints and revenue data judging the result, is the correct architecture for this channel. It is also the argument for why a regional agency needs its own version of it.
Signature capability: OmniSEO for prompt and visibility data, RevenueCloudFX for revenue attribution.
Notable clients: Subway, Verizon, Wrangler, ZAGG, EyeBuyDirect.
Third-party list presence: 10/10. The most frequently named agency in this category.
The catch: No MENA office and no Arabic capability. Its ChatGPT page sets a minimum recommended ad spend of $5,000 a month, which is the floor before management fees. Harrisburg time is seven hours behind Riyadh.
9. E2M Solutions

Best for: Regional agencies that want to offer ChatGPT Ads to clients next month without hiring for it.
E2M is the other provider with a real, named ChatGPT Ads page, and it is white-label only. It builds campaigns inside the agency’s or the client’s own OpenAI Ads Manager account, so billing and account ownership stay with you. Published pricing starts at $499 per month for accounts up to $5,000 in spend, rising to $1,999 per month up to $20,000, plus setup from $499. Published pricing in this category is rare enough to be worth noting.
Its named method is context hint and intent mapping across the campaign, ad group and ad levels, and it handles shopping carousel ads from Shopify and Etsy product feeds.
Signature capability: White-label context hint and intent mapping inside your own account.
Notable partners: Elevation Marketing, Bloom Creative Design, Hyper Dog Media, Tech Pro Marketing.
Third-party list presence: 7/10.
The catch: Its own page lists availability as the US rolling out to a handful of markets, which is out of date against OpenAI’s 56-country table. Its pricing call to action reads “join waitlist”. Delivery sits in Ahmedabad with no Arabic capability.
10. Directive Consulting

Best for: B2B SaaS companies that measure paid media by pipeline rather than by leads.
Directive works exclusively with B2B and SaaS, under a named methodology it calls DiscoverabilityOS, running on its own Stratos platform. It has published substantial ChatGPT Ads analysis, including early beta findings, and runs webinars on the channel for B2B marketers. It does not sell ChatGPT Ads as a named service.
Its published case work is the kind B2B buyers can actually use: Skillable recorded 50% year-on-year pipeline growth and moved MQL-to-SQL conversion from 23% to 42%.
Signature capability: DiscoverabilityOS and the Stratos platform.
Notable clients: Skillable, iCIMS, Arctic Wolf, Everbridge, SugarCRM.
Third-party list presence: 9/10.
The catch: Offices in Orange County, Austin, New York, Mexico City, London and Toronto. Nothing in MENA. Directive also publishes a competing list on this exact topic, which is worth knowing when you read it.
11. Brainlabs

Best for: Advertisers who want a new channel run as a controlled experiment with a stated hypothesis.
Brainlabs has been testing ChatGPT ads with clients and published the most useful buy-side numbers we found anywhere: Criteo at roughly $50,000 to $100,000 a month, StackAdapt at roughly $50,000, direct with OpenAI at roughly $250,000, and CPMs averaging $25 to $35 against their own tests around $40. Publishing your own worse-than-average result is a credibility signal, and most agencies do not do it.
It runs on Cortex, its proprietary optimization and reporting platform, and positions itself as an agentic media agency. It holds ISO 27001 and ISO 27701 certification.
Signature capability: Cortex.
Notable clients: Not verified on first-party pages.
Third-party list presence: 8/10.
The catch: Thirteen offices across four continents and none in the Middle East. London is the only EMEA office.
12. Tinuiti

Best for: Commerce brands that will not accept platform-reported conversions and need incrementality testing.
Tinuiti is the strongest measurement operation on this list. Bliss Point, its marketing operating system, includes an Incrementality Lab, media mix modelling and holistic ROAS, and its VP of Paid Search Innovation and Growth spoke publicly about Criteo’s ChatGPT ad integration. If your problem is that nobody can prove a channel caused anything, this is the team built for that argument.
It ranks twelfth here only because of the audience this list serves. Tinuiti publishes two offices, New York and Mexico City, and its client base is North American consumer brands.
Signature capability: Bliss Point, including Incrementality Lab.
Notable clients: Etsy, Sony, DSW, e.l.f. Beauty, Converse, Bombas, TOMS.

The catch: No MENA presence, no Arabic, and no named ChatGPT Ads service.
13. Single Grain
Best for: English-language advertisers who want AI search work and paid media handled by one small remote team.
Single Grain publishes more written material on ChatGPT Ads than most agencies that actually sell it, under a positioning it calls Search Everywhere Optimization, with separate AEO, LLM SEO and generative engine optimization pages. It owns two products, ClickFlow and Karrot.ai.
It ranks last because of a gap between the content and the service list. Its footer names fifteen paid advertising services, from Google and Meta to Spotify and Hulu. ChatGPT Ads is not among them, and the URL that would host it is empty. Any list ranking Single Grain as a ChatGPT Ads agency is ranking blog output rather than a stated service.
Signature capability: Search Everywhere Optimization, ClickFlow.
Notable clients: Amazon Alexa, Nextiva, Lever.

The catch: No published office address, no MENA presence, no Arabic, and a template placeholder still live on one of its service pages.
How ChatGPT Ads actually works, in one section
ChatGPT Ads places a labelled sponsored unit beneath an assistant’s answer for logged-in adult users on the Free and Go tiers. Plus, Pro, Business, Enterprise and Edu users do not see ads. Matching uses the topic of the current conversation, past chats and memory, and previous ad interactions. Advertisers never see the conversations themselves.
There are no keywords. You supply context hints at the ad group level, which are plain-language descriptions of the conversations where your offer would be useful. The auction is relevance-weighted and second-price, so a more relevant ad can beat a higher bid. The signals feeding relevance are your hint, your ad title and copy, and your landing page content. OpenAI recommends starting CPC bids at $3 to $5. CPM and CPC are both supported, and a Conversions API plus pixel measurement closes the loop on purchases and leads.
On 16 September 2026 OpenAI added three things worth planning for. Sponsored Agents let a user start a labelled conversation with a business-sponsored agent after clicking an ad, currently testing with selected US advertisers. AI assistance inside Ads Manager now suggests copy and imagery from your landing page, with optional AI text customization that adapts headlines to the conversation and translates ad copy into the user’s preferred language. And HubSpot became the first CRM partner, with Shopify the first ecommerce partner, the Shopify app reaching international markets on 23 September 2026.
The translation feature deserves a warning. Automatic translation of English ad copy into Arabic is not the same as Arabic copy, and in this region it will cost you relevance in an auction that is scored on relevance. Write the Arabic.
Key terms, defined
Context hints: Plain-language descriptions, written at the ad group level in OpenAI Ads Manager, that tell the ad system which conversations, topics and intent scenarios an ad should appear beneath. They are not exact-match keywords and they do not guarantee delivery in any specific conversation.
GEO (Generative Engine Optimization): The practice of making a brand more likely to be named and cited inside AI-generated answers from engines such as ChatGPT, Gemini, Perplexity and Google AI Overviews. GEO is organic and unpaid, which makes it a different discipline from ChatGPT Ads.
AEO (Answer Engine Optimization): Structuring content so that a specific question is answered in a self-contained, extractable passage that an answer engine can lift directly. AEO governs the format of the answer; GEO governs whether the brand is trusted enough to be quoted.
Sponsored Agent: A clearly labelled conversation a user can start with a business-sponsored agent after clicking an ad in ChatGPT, kept separate from ChatGPT’s own independent answers. Announced by OpenAI on 16 September 2026 and in testing with selected US advertisers.

Can I run ChatGPT Ads from Saudi Arabia or the UAE?
Yes, as of 16 September 2026. OpenAI’s Ads Manager availability table lists both Saudi Arabia and the United Arab Emirates as available for self-service, alongside Egypt, Qatar, Bahrain, Kuwait, Oman, Jordan, Lebanon, Iraq, Morocco, Tunisia, Algeria and Turkey. The legal entity that advertises and is billed must be based in a listed country.
Can a clinic or a bank in the Gulf advertise on ChatGPT?
No. OpenAI’s advertising policies, updated 10 September 2026, prohibit ads for health services, financial services and legal services outside the United States. Inside the US these categories may be approved case by case for licensed advertisers. A Dubai clinic, a Cairo bank and a Riyadh law firm are all ineligible today regardless of where their entity is registered.
How much do ChatGPT Ads cost?
OpenAI recommends a starting maximum bid of $3 to $5 per click for CPC campaigns, and there is no stated minimum spend on self-serve. Reported CPMs have ranged from roughly $25 to $40. Buying through a technology partner such as Criteo or StackAdapt carries monthly minimums around $50,000, and buying direct from OpenAI carries substantially higher ones.
Do ChatGPT Ads use keywords?
No. Advertisers supply context hints, which are plain-language descriptions of the conversations where the offer is relevant, written at the ad group level. The auction is relevance-weighted and second-price, so a more relevant ad can win placement over a higher bid. Relevance is scored on the hint, the ad copy and the landing page content together.
Is ChatGPT Ads the same thing as GEO?
No. ChatGPT Ads is paid placement in a labelled sponsored unit below an answer. GEO is the unpaid work of becoming the brand an assistant names inside the answer itself. They use different budgets, different teams and different measurement, and a provider that blurs the two in a proposal is worth a second look.
Which agency should a mid-sized Arabic-language advertiser choose?
One with a staffed office in the region, native Arabic copywriting, and a way of sourcing real conversational prompts in Arabic rather than translating English context hints. That combination rules out most of the American agencies on this list, however strong their measurement is, because relevance in this auction is scored partly on language fit.

Competition in Arabic conversations is thin, the channel is three weeks old in this region, and the cost of learning it will only rise. Wait if your category is prohibited, or if you cannot yet record a conversion accurately, because an untracked test produces a bill rather than data.
Our own data, and what it says about this category
Across the 13 providers scored here, only 2 publish a named ChatGPT Ads service page: WebFX and E2M Solutions. The other 11, including all four of the agency groups OpenAI itself named as partners, sell the channel inside an existing paid-media line. Checked 17 September 2026.
A second number matters more for anyone reading a roundup on this keyword. Zero of the 13 publish a ChatGPT Ads case study with client-attributed performance figures. Not one, including us. The channel opened to self-serve in the US on 5 May and to MENA on 31 August. Anyone showing you a ChatGPT Ads result in this region right now is showing you something that has had three weeks to happen.
That is the useful test when you take a call this quarter. Ask what the agency has actually run, in which country, since which date. Then ask whether your category is even permitted. If the answer to the second question is no, nothing else on the call matters.
