Best Law Firm SEO Agencies in Saudi Arabia (2026)

We scored 8 agencies that sell SEO to law firms in Saudi Arabia on 6 published criteria. VOCTOS publishes this list and ranks itself first with 67 of 100, ahead of Solicitor by 3marat (59) and Clarvia (50).
If you are comparing agencies for law firm SEO in Saudi Arabia, start with demand. Semrush estimates 33,100 monthly searches in Saudi Arabia for the Arabic word for “lawyer”, 6,600 for “female lawyer”, 5,400 for “lawyer’s office” and 1,900 for “lawyer Jeddah”, which Semrush prices at about USD 3.50 a click (Saudi database, September 2026 snapshot, pulled on 1 October 2026). These are Semrush estimates, not Google figures. We pulled Arabic lawyer queries only for Saudi Arabia, so we make no claim about English demand.
What can a law firm say in its marketing in Saudi Arabia?
A Saudi lawyer may advertise, directly or indirectly, as long as the advertisement is not misleading, false or deceptive, respects the profession, keeps client information confidential and does not weaken trust in the profession or the judiciary. Those five conditions sit in Rule 38 of the Rules of Professional Conduct for Lawyers, issued by the Ministry of Justice.
We read the rules in the text published in Umm Al-Qura, the official gazette, on 3 September 2021 (issued by Ministerial Decision No. 3453 of 24/12/1442 AH). The Minister of Justice’s Decision No. 676, published on 15 November 2024 after coordination with the Saudi Bar Association, added a sixth condition to Rule 38 and replaced the implementing regulations of the Code of Law Practice. This section is general information, not legal advice; check any campaign with the Saudi Bar Association or a licensed lawyer.
| Rule | What the text says | What it means for SEO and AI-search work |
|---|---|---|
| Rule 38(1) | An advertisement must not be misleading, false or deceptive, including about the lawyer’s qualifications and experience | Lawyer bios, credential schema and Google Business Profile text must match what can be proven |
| Rule 38(3) and Rule 21 | No breach of client privacy or confidentiality; client information is disclosed only in listed cases, such as written consent | Case studies, testimonials and review replies need written consent and anonymised details |
| Rule 38(6), added in 2024 | A lawyer who previously worked in the judiciary must not refer to that work | Remove “former judge” style claims from bios, structured data and directory profiles |
| Rule 37(6) | In media and advertising, including electronic publishing, no detailed answers to specific questions in a pending or potential case aimed at attracting clients | Q&A pages and explainers stay general and procedural, never about a live dispute |
| Rule 37(5) | No publishing the facts of investigations and trials without permission from the competent authority | No content built around ongoing cases, even when they trend |
| Rule 16(3) | A lawyer may not promise a result outside his control | No success rates or “we win” claims in titles, ads, FAQs or AI-facing pages |
For SEO the practical effect is clear: content that teaches procedure is safe, and content that promises outcomes or showcases named cases is not. That is why legal know-how carries 20% of our score. Fake or incentivised reviews raise separate problems under Google policy and Saudi e-commerce law, covered in our guide to fake review rules in Saudi Arabia and the UAE.
How we scored the agencies
Each agency got a score from 0 to 5 on six criteria, multiplied by a published weight, for a total out of 100. Evidence came from each agency’s own website, read on 11 October 2026, plus verified client reviews on Clutch where an agency had a profile we could read. We read Clutch for VOCTOS and Bytes Future and found no Clutch profile for the others.
| Criterion | Weight | What earns a 5 |
|---|---|---|
| Published legal-sector SEO proof | 20% | Named law-firm clients with dated figures and a published method |
| Legal know-how and compliance | 20% | Published guidance on Saudi lawyer advertising rules that cites the rule text, plus a described review step |
| Arabic legal content | 15% | Arabic legal pages written for clients that a reader can open and check |
| GEO and AI search | 15% | An AI-search service plus published AI-citation results |
| Saudi presence | 15% | Saudi headquarters with a street address on its own site |
| Pricing transparency | 15% | A published SEO price list in SAR |
Lower steps, in brief. Legal proof: a named law firm with dated figures in a verified review scores 4, logos only 2, a law-firm page with no named client 1. Compliance: guidance on lawyer advertising limits without citing the text scores 4, a stated commitment or a client’s verified account of a compliant process 3, a passing mention 2. Arabic legal content: described work from a legal specialist or for a named firm scores 4, a generalist’s legal content service 3, Arabic SEO only 2, an Arabic site 1. GEO: a service page without results 4, a passing mention 2, structured data only 1. Presence: Saudi headquarters without a street address, or a Saudi branch with one, 4; Saudi clients but no office 2. Pricing: SAR ranges for legal SEO 4, a general market range 3, quote on request 2.
Every sub-score is published below, so you can change the weights and recompute.

What did Google AI Mode say?
Asked for the best law firm SEO agencies in Saudi Arabia on 7 October 2026, Google AI Mode named three agencies in English and five in Arabic, with no overlap. Four of the eight agencies AI Mode named are scored here. The other four could not be verified on their own websites, so we mask them.
Our team ran each prompt once, signed out of Google with the region set to Saudi Arabia, at about 16:30 Cairo time, from a machine in Cairo (Chrome for English, a built-in app browser for Arabic). We did not run ChatGPT, Gemini or Perplexity for this list, because signed-in accounts personalise answers.
| Engine | Language | Agencies named, in order | Main sources shown |
|---|---|---|---|
| Google AI Mode (signed out, Saudi Arabia) | English | Clarvia; Bytes Future; edirect | Clarvia, a 10SEOS list of legal SEO companies in Riyadh, Sortlist |
| Google AI Mode (signed out, Saudi Arabia) | Arabic | Unverified agency; unverified agency; unverified agency; Internet Solutions; unverified agency | Internet Solutions and two unverified agencies’ own pages, one dated 14 May 2026 |
“Unverified agency” means a firm whose headquarters we could not confirm on its own site. One lists offices in Abu Dhabi, Riyadh and Cairo under a similar but not identical name, one gives a Turkish phone number and no headquarters, one site returned no content, and for one we found no website. The Arabic answer leaned on agencies’ own pages, while the English answer drew on directories and a legal-only agency.

The 8 agencies, profiled
Descriptions come only from each agency’s website as read on 11 October 2026, plus the Clutch reviews named. We did not contact any agency, and none paid to be listed.
1. VOCTOS: 67/100
Best for: Saudi law firms that want Arabic and English AI-search work, measured per engine, and can work with a team outside Saudi Arabia.
Based in: Cairo (New Capital), Egypt. Founded in 2017.
What it offers: SEO, generative engine optimisation (GEO), answer engine optimisation, technical SEO, Google Ads and reputation management, delivered by an in-house team.
Evidence: VOCTOS’s only law-firm proof is a verified 5.0 review on Clutch dated 8 September 2026 from Jalal Al Sharif, Partner at Jalal Law Firm, a Saudi firm advising companies on commercial disputes, corporate structuring, labour and regulatory matters. The engagement runs from February 2026 and is ongoing, in Clutch’s USD 10,000 to 49,999 band. Per the review, VOCTOS built a set of about 100 buyer questions in Arabic and English, measured a baseline across ChatGPT, Perplexity, Gemini, Google AI Overviews and Copilot, added structured data for the firm, its practice areas and each lawyer’s credentials, rewrote practice-area pages into question-and-answer format, and published plain-language explainers on Saudi commercial and labour procedure, with practice-area and city coverage.
The results below are client-reported in that review, not figures VOCTOS has audited or published, and the method is not published. Over eight months, the client reports that its mention rate on its core prompt set rose from 3% to 48% in ChatGPT and from 6% to 67% in Perplexity, with Arabic prompts improving faster than English ones. It reports appearing in Google AI Overviews for 54 queries on commercial litigation and labour disputes, about 950 AI referral sessions a month from a near-zero base, and 63 consultation requests and 15 retained corporate matters that its intake team traced to an AI recommendation. The review says the figures came from a monthly dashboard VOCTOS supplied, so they are not independent of us, and the client added that early reports were too granular for its partners.
Outside law, VOCTOS’s published AI-search results include Delta Medical Labs, a Saudi lab with 5,570 pages cited by AI engines (July 2026 breakdown) and a Semrush AI Visibility score of 18 against 14 for Al Borg and Wareed. Its Clutch profile showed 5.0 from 9 reviews when we read it on 11 October 2026; reviews were not scored as a separate criterion.
Score notes: legal proof 4, compliance 3, Arabic legal content 4, GEO 5, Saudi presence 2, pricing 2. Legal proof is 4, not 5, because the figures are client-reported and the method is unpublished. Without the review, legal proof would be 1, compliance 2 and Arabic legal content 3, for a total of 48.
2. Solicitor by 3marat: 59/100
Best for: Saudi law firms that want a legal-only agency for a lawyer’s personal brand, legal content, ads and SEO, with published budget guidance.
Based in: Saudi Arabia. Its parent, 3marat, describes itself as a 100% Saudi marketing agency; both sites list a Saudi number and no street address.
What it offers: per its website, personal branding for lawyers, legal content (articles, video, podcast), Google Ads and Meta campaigns, social media, photography, and a website with “legal SEO” plus Google Business Profile setup.
Evidence: its legal marketing guide (9 October 2026) lists what lawyer marketing must avoid under Saudi Bar Association rules and the Code of Law Practice: promised outcomes, misleading comparisons, disclosure of client secrets and inaccurate titles. It does not cite rule numbers. Its budget guide (22 April 2026) gives SAR planning ranges, such as SAR 5,000 to 12,000 a month for technical SEO and content at a firm of 3 to 10 lawyers, and says these are estimates, not a price list. Its SEO guide covers LegalService and Person structured data but no AI-search service. The site’s work section did not render in our reader, and we found no named law-firm client or result.
Score notes: legal proof 1, compliance 4, Arabic legal content 4, GEO 1, Saudi presence 4, pricing 4.
3. Clarvia: 50/100
Best for: law firms that want one legal-only agency to handle website, SEO, paid campaigns, social content and brand.
Based in: Saudi Arabia. Its homepage says it works from Saudi Arabia and serves law firms in the Gulf; the contact page gives a Saudi mobile number and no street address.
What it offers: per its services page, website build, SEO and local SEO, Google, Meta and TikTok campaigns, digital account management, social content and video scripts, design, online reputation management and networking for legal events.
Evidence: its homepage shows seven client logos, most of them law firms, with a note that logos do not imply endorsement. Its FAQ says its marketing complies with professional ethics and Saudi media regulations, and its about page says its work follows regional legal advertising standards. The FAQ also says nobody can guarantee a number of clients and that SEO results start at 3 to 6 months. We found no figures, no AI-search service and no price; engagements start with a free remote meeting.
Score notes: legal proof 2, compliance 3, Arabic legal content 4, GEO 0, Saudi presence 4, pricing 2.
4. Al-Ya Seen Digital Marketing: 39/100
Best for: law firms that want Google Ads lead generation across Saudi cities, with SEO alongside.
Based in: Buraydah, Qassim, Saudi Arabia, per its footer; it describes its team as 100% Saudi.
What it offers: per its website, digital marketing, SEO, ad campaign management and trademark registration.
Evidence: its law-firm marketing page centres on Google Ads with call buttons, landing pages and legal ad copy, targets twelve Saudi regions and lists “professional legal content”. It says the approach respects privacy, professional values and regulations, and claims broad experience with legal campaigns without naming clients or figures. No price is published.
Score notes: legal proof 1, compliance 2, Arabic legal content 3, GEO 0, Saudi presence 4, pricing 2.
5. GMCSCO Media Group: 34/100
Best for: firms that want an AI-search (AEO) SEO package from an international group with a Riyadh office.
Based in: GMCSCO Media Private Limited lists offices in Bengaluru (India), Bellevue (US) and Riyadh (Ar Rawdah, Eastern Ring Road).
What it offers: its law firm SEO page for Riyadh covers legal keyword research, local SEO, legal content optimisation and technical SEO, and its AI-optimised SEO page sells answer engine optimisation.
Evidence: the law-firm page names no legal client, shows no figures and is in English only. The AI SEO page cites results for unnamed clients and offers a “60-day results guarantee”, so ask what it covers. No price is published.
Score notes: legal proof 1, compliance 0, Arabic legal content 0, GEO 4, Saudi presence 4, pricing 2.
6. Bytes Future: 33/100
Best for: firms that want a long-established Riyadh agency for bilingual SEO, and do not need legal specialisation.
Based in: Hussein Ibn Hasan, Al Wurud, Riyadh, per its contact page, with offices in Dubai Media City and Manama. Its copyright line starts in 2008.
What it offers: SEO (on-page, off-page, technical, Shopify, WordPress and B2B), social media, web development and PPC.
Evidence: its SEO page describes Arabic and English SEO and a dedicated Arabic SEO team. Its industries page lists 17 sectors, none of them legal. Its FAQ says professional SEO in the Saudi market ranges from SAR 2,000 to 20,000 a month. Its Clutch profile has one review, from an IT consultancy in 2022.
Score notes: legal proof 0, compliance 0, Arabic legal content 2, GEO 1, Saudi presence 5, pricing 3.
7. Internet Solutions: 33/100
Best for: firms that need a website, Saudi-hosted servers and SEO from one Saudi vendor with branches in three cities.
Based in: Saudi Arabia, with branches in Riyadh, Jeddah and Khobar and a commercial registration number on its website. Founded in 2008.
What it offers: web design, hosting inside Saudi Arabia, SEO, social media, Google Business Profile management and e-commerce builds.
Evidence: its homepage says its SEO aims for higher rankings in Google and in AI tools such as ChatGPT and Gemini. Its SEO page lists standard SEO tasks, and its client logos span retail, healthcare and government, with no legal client or legal page found. Pricing is on request. It was one of the sources Google AI Mode cited in Arabic.
Score notes: legal proof 0, compliance 0, Arabic legal content 2, GEO 2, Saudi presence 5, pricing 2.
8. edirect: 27/100
Best for: firms whose first need is a new website, with SEO and PPC added by the same team.
Based in: head office in Bournemouth, UK, with offices in Riyadh (Business Gate, Airport Road, Qurtubah), Dubai, Leeds and Calgary, per its Saudi site.
What it offers: web design, SEO, PPC, branding, apps and e-commerce. Its Saudi homepage calls it “a creative digital agency with AI expertise” and shows a Google Premier Partner 2023 badge.
Evidence: its case studies are mostly website and branding work, such as Naffco and Dubai Municipality, with one website and SEO project for Fresh Express. We found no legal-sector work. SEO packages are “bespoke and based on your budget”.
Score notes: legal proof 0, compliance 0, Arabic legal content 1, GEO 2, Saudi presence 4, pricing 2.
Why does Arabic content decide law firm SEO in Saudi Arabia?
The Arabic demand is large and easy to miss with an English-first site. Our Semrush pull for Saudi Arabia, which covered Arabic queries only, shows 33,100 estimated monthly searches for the Arabic word for “lawyer” and 12,100 for the Saudi Bar Association itself (September 2026 estimates). A firm that publishes mainly in English competes for none of those searches.
The rules above push in the same direction. Saudi rules limit what a law firm can claim, so the content that wins is the content that teaches. The pages that earn rankings and AI citations are procedural: what a labour claim involves, how a commercial dispute moves, what documents a company needs. That content has to be written in clear Arabic by someone who understands Saudi procedure, then reviewed by the firm before it goes live.
Saudi rules limit what a law firm can claim, so the content that wins is the content that teaches.
For AI assistants, entity clarity matters too: a firm whose Arabic and English names, lawyer credentials and practice areas match across its site, directories and Google Business Profile is easier to cite. For agencies focused on that work, see our ranking of GEO agencies in Saudi Arabia; for regulated-sector marketing in general, see our ranking of healthcare marketing agencies in Saudi Arabia.
How do you choose a law firm SEO agency in Saudi Arabia?
Choose on evidence you can check and on how the agency handles the rules, not on which name a chatbot repeats. Questions to put to every agency, including us:
- Show me one law-firm client with a start date and figures, and tell me how they were measured.
- Which Saudi lawyer advertising rules apply to my site, and who checks each page against them before it goes live?
- Who writes the Arabic legal content, and how do our lawyers approve it?
- How will you handle client testimonials, case results and review replies without breaching confidentiality?
- How do you measure whether ChatGPT, Gemini, Perplexity or AI Overviews mention our firm, in Arabic and in English?
- What will you not promise? (A good answer: no guaranteed rankings, leads or case outcomes.)
- What is the monthly fee range in SAR, what is included, and what is the minimum term?
- If we stop, which accounts, content and data stay with us?
Our read
Our position: for a Saudi law firm, an agency’s understanding of what a lawyer may and may not publish is worth as much as its SEO skill, and a dated result for a named law firm is worth more than either claim. We weighted the list that way knowing that one review moves us from third to first.
That is the weak point of our ranking, and we would rather say it than have a reader find it. Our legal proof is one engagement, reported by the client, with a method we have not published. Solicitor by 3marat publishes more legal know-how than we do, and both legal-only agencies have a Saudi presence we lack. If a second law firm, or a published method, does not follow by the next review, our score should fall.
Buying from the UAE, Egypt or elsewhere: what changes?
The checklist travels, but the rules do not. This list applies the Saudi Rules of Professional Conduct for Lawyers only; lawyers in the UAE, Egypt or other Arab markets answer to their own bar or ministry, and we have not reviewed those rules for this edition. Check the local regulator before reusing any Saudi guidance.
Demand also differs. In our Semrush pull for the UAE (September 2026 estimates), Arabic queries made up about 23% of the lawyer searches we sampled in Dubai (1,860 of 8,130 estimated monthly searches). We have no matching English sample for Saudi Arabia, so we do not compare the two. For general SEO agencies in the Kingdom, see our ranking of the best SEO companies in Saudi Arabia, which uses the same method without the legal criteria.
FAQ
Which is the best law firm SEO agency in Saudi Arabia in 2026?
On VOCTOS’s six published criteria, checked 11 October 2026, VOCTOS scored highest at 67 of 100, followed by Solicitor by 3marat at 59 and Clarvia at 50. VOCTOS publishes this list.
Can lawyers advertise online in Saudi Arabia?
Yes, within limits. Rule 38 of the Saudi Rules of Professional Conduct for Lawyers allows a lawyer to advertise directly or indirectly if the advertisement is not misleading, keeps client information confidential and does not undermine trust in the profession or the judiciary. This is general information, not legal advice; confirm details with the Saudi Bar Association.
How much does law firm SEO cost in Saudi Arabia?
Few agencies publish a number. Solicitor by 3marat gives planning ranges of SAR 5,000 to 12,000 a month for technical SEO and content at mid-size firms, and Bytes Future says Saudi SEO ranges from SAR 2,000 to 20,000 a month. The other six agencies we scored, VOCTOS included, quote after a call or audit.
Do AI assistants recommend the same law firm SEO agencies in Arabic and English?
No. In a VOCTOS test on 7 October 2026, Google AI Mode named three agencies in English and five in Arabic for Saudi law firm SEO, with no agency in both answers. One run per language is a snapshot, not a ranking, so repeat the test before relying on it.
Can a Saudi law firm publish client testimonials or case results online?
Only with care. Rule 38 bars lawyer advertising that breaches client privacy or confidentiality, and Rule 21 allows disclosure of client information only in listed cases, including the client’s written consent. Get written consent, remove identifying details and avoid any promise of results. This is general information, not legal advice.
Change log and update policy
This list is reviewed every 90 days: we re-read every agency’s website, re-check the Clutch reviews cited, re-run the same two AI Mode prompts and record changes here. Agencies can send corrections with a source link.
- 11 October 2026: First edition. 8 agencies scored on 6 criteria, including a legal know-how criterion based on the Saudi Rules of Professional Conduct for Lawyers as published in Umm Al-Qura. Google AI Mode test in English and Arabic (7 October 2026). VOCTOS’s legal-sector score uses one client-reported Clutch review dated 8 September 2026. Agencies named by AI Mode whose headquarters we could not confirm on their own sites are masked and not scored. Next review due by 9 January 2027.
The useful question is not which agency an AI assistant names first, but which can show you a law-firm result, explain the advertising rules your content must follow, and write Arabic your partners will sign off. If a candidate answers the eight questions above with evidence, shortlist it whatever its rank here.
