In late 2025, TikTok’s ad tools showed 38.6 million adults in Saudi Arabia and 12.5 million in the UAE, according to DataReportal’s Digital 2026 reports. How do the platforms compare in Saudi Arabia and the UAE?

Saudi Arabia has the larger audience on every platform in the table, but the UAE shows higher penetration on Facebook, Instagram, Messenger and LinkedIn. Snapchat and X are the opposite: both reach far more of Saudi adults (89.0% and 57.2%) than UAE adults (49.4% and 29.6%). All figures are platform ad reach from late 2025.

The table uses DataReportal’s Digital 2026 reports for Saudi Arabia and the UAE, which republish each platform’s own advertising tool figures as of October 2025. Year-on-year change runs from late 2024 to late 2025.

For context, the UN figures DataReportal uses put Saudi Arabia’s population at 34.7 million and the UAE’s at 11.4 million in October 2025. Saudi Arabia is about three times larger, which is the yardstick for every ratio below.

Which platform reaches the largest share of adults in each market?

On reported numbers, TikTok reaches the largest share of adults in both markets: 154.3% in Saudi Arabia and 134.6% in the UAE. Both figures exceed the adult population, so they are ceilings. Among platforms reporting below 100%, Snapchat leads Saudi Arabia at 89.0% and Instagram leads the UAE at 85.5%.

The UAE has three platforms above 100% of adults: TikTok (134.6%), LinkedIn (107.5%) and Facebook (104.3%). Saudi Arabia has one, TikTok. That difference matters for planning. In the UAE, reported reach is a weaker guide to who you will actually reach, because so many audiences already exceed the adult count.

Quarterly change shows where momentum sits. Between July and October 2025, TikTok’s Saudi ad reach grew by 2.12 million (+5.8%) and its UAE reach by 1.20 million (+10.6%). No other platform in either market added more than 350,000 in that quarter. Instagram’s UAE reach fell by 100,000 (-1.2%) and Facebook’s by 100,000 (-1.0%) over the same three months.

Gender skew follows the population. Men make up 60.4% of Saudi Arabia’s population and 63.7% of the UAE’s (UN data via DataReportal). TikTok’s adult ad audience is 60.9% male in Saudi Arabia and 67.1% male in the UAE, close to those population splits.

Snapchat in Saudi Arabia: the outlier worth planning around

Snapchat is unusually strong in Saudi Arabia. Its 25.3 million ad reach equals 89.0% of Saudi adults, against 49.4% in the UAE. In January 2025 Saudi Arabia was Snapchat’s fifth-largest ad market worldwide at 24.7 million, behind India, the US, Pakistan and France, despite a population of about 35 million.

  • Scale against the UAE. Saudi Snapchat reach is 4.9 times the UAE’s (25.3M vs 5.13M), while the population is about 3 times larger.
  • Scale against Meta. In Saudi Arabia, Snapchat reaches 7.1 million more people than Instagram (25.3M vs 18.2M) and 7.6 million more than Facebook (17.7M).
  • Most balanced gender split. Snapchat’s Saudi adult audience is 43.5% female, the highest female share of any platform DataReportal lists for Saudi Arabia. Facebook’s is 22.9%.
  • Flat recent trend. Reach slipped by 5,000 (-0.02%) between July and October 2025. DataReportal cautions that declines like this can reflect platform corrections rather than lost users.

Survey data points the same way. The Saudi Center for Opinion Polling’s Social Media Applications 2026 study of 1,266 Saudi citizens found usage falling on YouTube, Telegram and X, while WhatsApp and Snapchat held high usage levels. The global ranking comes from DataReportal’s Snapchat statistics.

LinkedIn’s B2B reach: UAE vs Saudi Arabia

LinkedIn reports 10.0 million members in the UAE and 12.0 million in Saudi Arabia. Saudi Arabia has the larger absolute audience, but the UAE’s equals 107.5% of adults against 48.0% in Saudi Arabia. Both markets added exactly 1.00 million members in 2025, which is +11.1% for the UAE and +9.1% for Saudi Arabia.

The ratio is the striking part. Saudi Arabia has about three times the UAE’s population, yet only 1.2 times as many LinkedIn members. For a B2B advertiser, that means a UAE campaign can address almost the entire registered professional base of the country. A Saudi campaign reaches a large audience, but one that covers fewer than half of adults.

Two caveats from DataReportal apply. LinkedIn reports registered members, not monthly active users, so its figures are not directly comparable with the other platforms. Neither market’s LinkedIn figure changed between July and October 2025, so quarterly trends tell you little. How many UAE members are active, or still live in the country, is not published.

The gender split differs too. LinkedIn’s Saudi audience is 24.7% female, and its UAE audience 31.0%. For B2B campaigns aimed at Saudi decision-makers, X adds reach: it covers 57.2% of Saudi adults, even after a 6.8% fall over the year.

X, YouTube and the Meta pair

X is the only major platform that shrank in both markets in 2025, down 6.8% in Saudi Arabia and 6.0% in the UAE. YouTube holds steady at 79.2% of the Saudi population and 73.3% of the UAE’s. Meta’s Facebook and Instagram grew strongly in Saudi Arabia, adding 2.60 million and 2.20 million respectively.

  • X: 15.0 million in Saudi Arabia against 2.85 million in the UAE, so Saudi reach is 5.3 times larger. DataReportal flags X’s gender data as inferred by X from names and activity, not stated by users.
  • YouTube: 27.5 million and 8.37 million. Google updates these figures every three to six months, so short-term trends are coarse. The UAE YouTube audience is 71.6% male.
  • Instagram vs Facebook: in Saudi Arabia they are near equal (18.2M vs 17.7M). In the UAE, Facebook leads (9.70M vs 8.05M) and exceeds the adult population.
  • Smaller platforms: Reddit reaches 21.5% of the UAE population (2.45M) but only 4.9% of Saudi Arabia’s (1.70M). Threads reaches 7.8% and 4.5%.

Treat Facebook’s 75.7% male adult audience in Saudi Arabia as a targeting signal. Campaigns that need women in Saudi Arabia get more from Snapchat (43.5% female) or Instagram (41.1%).

What do these ad reach numbers actually measure?

They measure how many accounts an advertiser can target, as each platform reports in its own ad tools. They do not measure unique people or monthly active users. DataReportal republishes them as reported, which is why several figures exceed the adult or total population in both Saudi Arabia and the UAE.

DataReportal’s own report pages and its notes on data list the reasons:

  • Accounts, not people. One person can hold several accounts, and some accounts represent businesses, brands or other non-human entities.
  • Population mismatch. Official population figures can exclude migrant workers and temporary residents, while platforms still count them as users in that location. This is especially relevant to both Gulf markets.
  • Different bases. TikTok reports only users 18 and over. LinkedIn reports registered members. Meta’s tools state that estimated audience size is not a proxy for monthly or daily active users.
  • Restatements. Platforms remove duplicate or fake accounts and revise past figures, which creates apparent declines. DataReportal flags the Snapchat Saudi dip and the X declines on this basis.
  • No old-report comparisons. DataReportal asks readers to use its published change figures, not to calculate growth against earlier reports, because its publication cycle and sources changed.

The practical rule: compare platforms within one market and one report, use the figures as upper bounds, and never add platforms together to estimate total reach.

Which platform should you pick for your objective?

Pick by objective and market, not by headline reach. For consumer reach in Saudi Arabia, start with Snapchat and TikTok. For consumer reach in the UAE, start with TikTok, Instagram and Facebook. For B2B, LinkedIn covers the UAE far more completely than Saudi Arabia, where X adds public business reach.

None of this predicts cost or results. We have not cited CPM benchmarks here because we did not find a dated, published source for Saudi and UAE platform CPMs that we could verify. Test budgets on two platforms per market, then shift spend on your own cost per result.

Arabic or English creative

In Saudi Arabia, default to Arabic and add English as a secondary layer. GASTAT’s 2022 census counted Saudis at 58.4% of the population and non-Saudis at 41.6%. In the UAE, run Arabic and English as separate ad sets from the start, since we found no current official nationality breakdown that would justify picking one.

The Saudi split comes from the GASTAT census results published via SPA. Platform ad audiences include both groups, so a Saudi campaign in English only reaches a fraction of the people the reach table promises. We did not find a current official UAE nationality breakdown to cite. The signal we can verify is the gender skew: 63.7% of the UAE population is male, and audiences on YouTube (71.6%) and X (70.4%) skew even further.

Our read

A Gulf social plan that leads with Meta in Saudi Arabia and treats LinkedIn as optional in the UAE is reading the data backwards. The reach data says Saudi consumer budgets should start on Snapchat and TikTok, and UAE B2B budgets should start on LinkedIn. Reach numbers above 100% are a reason to test, not a reason to buy.

Three positions follow. First, Snapchat in Saudi Arabia is not a youth niche; it reaches 89.0% of adults and the most balanced gender mix. Second, X’s 2025 decline in both markets is real enough to stop treating it as a default line item, but in Saudi Arabia it still reaches more than half of adults. Third, any agency quoting a single “Gulf” social plan is ignoring an 89.0% vs 49.4% Snapchat gap and a 2.2 times LinkedIn penetration gap between two neighbours.
