It is issued under Federal Decree-Law No. 55 of 2023 on media regulation, applications run through the regulator’s online portal with UAE PASS, and processing takes about three working days, as reported by Pinsent Masons, 29 January 2026 and Emirates 24|7, 1 July 2026.

Both reports name the National Media Authority as the regulator, which replaced the UAE Media Council, while the service portal still sits on a UAE Media Council address. The enforcement deadline moved to 31 January 2026 after an extension. Citizens and residents pay nothing for the first three years, then AED 1,000 a year from year four. Visitors can get a three-month permit for AED 500 through a licensed local agency, renewable once.

Applicants must be 18 or older, hold a trade or freelancer licence for media or advertising work, and provide a good conduct certificate. Creators must show the permit number on their profiles and post ads only from accounts linked to the permit. Emirates 24|7 adds that real estate, healthcare, finance, education and food ads need prior approval. Pinsent Masons reports fines of up to AED 10,000 for posting without registering.

What does Saudi Arabia require from creators and brands?

Saudi Arabia licenses individuals who advertise on X, Instagram, YouTube, TikTok, Snapchat and Facebook. The licence is called Mawthooq and sits with the General Authority for Media Regulation (GAMR). Sponsorship counts as advertising, and ads may run only through an account registered with GAMR and linked to the licence, per Saudipedia.

The same page lists exemptions: events run by a government entity, an individual promoting their own product through a personal account, and under-18 sponsorship of education, sport or culture. It also says advertised products or services must be approved by the relevant entities, and that no promotional material may run without a written contract. Licensees may not let anyone else advertise through their account.

Brands carry their own duty. Gulf News, 2 December 2024 reported that a Ministry of Commerce directive bars businesses from using visiting celebrities on visitor visas in promotions unless they hold a Mawthooq licence, and that any commercial ad featuring an influencer must be licensed, resident or visitor. The sources we read do not state the licence fee, the validity period or the fines, so check those on the regulator’s portal.

Is there an influencer advertiser permit in Egypt?

We found no Egyptian advertiser permit for creators in force. Egypt’s 2018 media law treats social media accounts with more than 5,000 followers as media outlets under the Supreme Council for Media Regulation, according to Arab News, 17 July 2018. That is a different rule from a paid-promotion permit, and it is aimed at what accounts publish, not at who they advertise.

A December 2025 opinion column in the Egyptian daily El Watan argued for a creator licence from the Council, with fines and account suspension. It is one writer’s proposal, and the page contains no rule, no effective date and no Council response. Until a regulator publishes something, an Egyptian brand running a campaign with Gulf-based creators is bound by the Gulf rules in the table below, not by an Egyptian permit.

How do the three markets compare for a creator campaign?

The UAE and Saudi Arabia both license the individual, require the licence number to be traceable, and tie ads to a registered account. They differ on fees and on how loudly the regulator publishes enforcement. Egypt has no permit we could verify. The table shows what the sources we read state, and says so where they are silent.

UAE

Saudi Arabia

Egypt

Regulator named in sources

National Media Authority (portal on a UAE Media Council address)

General Authority for Media Regulation (GAMR)

Supreme Council for Media Regulation

Permit or licence

Advertiser Permit

Mawthooq licence

No creator advertiser permit found

Who needs it

Anyone posting paid or unpaid ads, including visitors

Individuals advertising on major social platforms, with listed exemptions

Not applicable

Fee reported

Free for 3 years, then AED 1,000 a year; visitor AED 500 for 3 months

Not stated in sources read

Not applicable

Penalty reported

Up to AED 10,000 for posting unregistered

Not stated in sources read

Not applicable

Brand duty reported

Check the permit number, add a contract clause, prior approval for regulated sectors

No visiting celebrity on a visitor visa without Mawthooq; written contract; products must be approved

None found

All figures come from the news and law-firm reports linked above, dated between December 2024 and July 2026. We did not open the regulators’ own fee pages, and one of them blocks automated reading. Check the live portal before quoting a fee in a contract.

What should a brand check before paying a creator?

Ask for the licence number, check it on the regulator’s portal, and put it in the contract. Then confirm that the product itself is approved for advertising and that the creator posts only from the linked account. Four checks cover most campaigns, and each maps to a duty reported in the sources.

Licence number shown on the creator’s profile and written into the contract (UAE permit or Saudi Mawthooq).

Posting account matches the account linked to that licence, and no one else posts for the creator.

Written contract in place, which Saudi Arabia requires for promotional material.

Product or service approved for advertising: in the UAE, real estate, healthcare, finance, education and food need prior approval; in Saudi Arabia, the relevant authority must approve it.

For medicines and clinics the approval step is the hard one, so read our medicine ads rules across Arab markets and the Dubai Health Authority standards. If creator reviews are involved, our fake reviews rules guide applies as well.

If you want a campaign checked against this list before it goes live, review my creator campaign checklist with VOCTOS.

Our read

Treat the permit number like a tax invoice. No number, no payment. Brands that wait for a regulator to chase creators will meet the problem at the worst time, with a paid post already live. A contract clause and a portal check take minutes and move the risk back to the creator.

We would also stop briefing one creator across several markets without checking each one. A UAE permit does not make a creator licensed for a Saudi campaign, and the sources we read do not say it does. This is not legal advice, so confirm requirements with the UAE and Saudi regulators or a local lawyer.

The useful question is not which creator has the biggest reach. It is whether each one can legally post your ad in the market you are paying for. If every creator on your list has a verified number and a signed contract, brief them. If not, fix the paperwork first and move the launch date, not the checks.

If you are planning White Friday in several Arab markets, plan my creator and paid social campaign with VOCTOS and we will map the approvals market by market.

FAQ

Does my UAE brand have to check an influencer’s advertiser permit?

Pinsent Masons reports that brands, agencies and in-house teams using influencers must also comply, and advises due diligence: ask for the permit number and add a contract clause requiring it. Emirates 24|7 says creators must show the number on their profiles. Check it on the regulator’s portal before payment.

Do visiting influencers need a permit to promote in the UAE or Saudi Arabia?

In the UAE, Pinsent Masons reports a visitor advertiser permit costing AED 500 for three months, renewable once, obtained through a licensed local agency. In Saudi Arabia, Gulf News reports that businesses may not use visiting celebrities on visitor visas in promotions unless they hold a Mawthooq licence.

Is there an influencer licence in Egypt?

We found no creator advertiser permit in force in Egypt. A 2018 media law treats accounts with over 5,000 followers as media outlets under the Supreme Council for Media Regulation, which is a different rule. A December 2025 column proposed a creator licence, but it was an opinion piece and no rule or date was published.

Which products need extra approval before a creator posts about them?

Emirates 24|7 says UAE ads for real estate, healthcare, finance, education and food need prior approval. Saudipedia says advertised products or services in Saudi Arabia must be approved and licensed by the relevant entities. For medicines and clinics, check the health regulator before briefing a creator, not after.

What should an influencer contract include in Saudi Arabia and the UAE?

Saudipedia says no promotional material may run in Saudi Arabia without a written contract or agreement. Pinsent Masons suggests a UAE clause requiring the creator’s permit number and legal compliance.
