VOCTOS publishes this list and ranks itself first with 76 of 100 points on six published criteria, followed by Digital Gravity on 62 and Prism Digital on 54. We also asked two AI engines the same question on 4 October 2026, in English and Arabic. VOCTOS appeared in none of the answers, and the Arabic answer listed brokers instead of agencies.<\/p>\n<blockquote>\n<p><strong>Disclosure.<\/strong> VOCTOS wrote and publishes this list, and VOCTOS is ranked first. We are an SEO, GEO and paid-search agency headquartered in Cairo (New Capital) with a US entity in Delaware, and we have no office in any GCC country. Every agency, including us, was scored on the same six weighted criteria shown below, using only what each agency publishes on its own website. All checks were made on 4 October 2026.<\/p>\n<\/blockquote>\n<p>Forex is a hard category to market in the Gulf. Google only allows CFD and rolling spot forex ads for licensed, Google-certified advertisers in locations on its approved list, and the UAE alone has three licensing regulators. So your agency needs search skill and regulatory literacy at once, and this list scores both.<\/p>\n<h2>How we scored the agencies<\/h2>\n<p>Each agency got a score from 0 to 5 on six criteria, multiplied by a published weight, for a total out of 100. Evidence came only from the agency&#8217;s own website, read on 4 October 2026. Where we found nothing, the agency scored low on that line. If a page would not load for us after one retry, it did not count. Earlier on 4 October 2026, Clutch showed a security check to automated visits, and we did not try to get around it. Later that day some profiles loaded, but we could not match and read the profile of every ranked agency. Rather than score some agencies and not others, we gave every agency, VOCTOS included, the same neutral 3 out of 5.<\/p>\n<p>Ties are broken by the case-study score, then the regulated advertising score, then alphabetically. Three agencies tied on 53 this time, and the table shows how the tie was broken.<\/p>\n<h2>The ranking at a glance<\/h2>\n<p>VOCTOS leads on published forex results and Arabic search work. It scores lowest of all seven on GCC presence because it has no Gulf office. Digital Gravity is second, with named Gulf finance results and offices in Dubai and Riyadh. None of the competitor pages we could read named a GCC financial regulator. In Arabic it named none and listed forex brokers instead. Perplexity returned no answer in either language. VOCTOS was not named anywhere, and two of the eight English names are ranked here.<\/p>\n<p>Our team ran the test between 14:00 and 14:35 Cairo time from desktop Chrome in Cairo. Google AI Mode was signed out and set to a Gulf country. Perplexity was signed in to a VOCTOS company account on the Free plan, so personalisation was possible. On both forex prompts it stayed on its &#8220;Thinking&#8221; screen, which we record as no answer. It shows a Google Premier Partner 2025 badge.<\/p>\n<p><strong>Evidence:<\/strong> the <a href=\"https:\/\/www.voctos.com\/case-studies\/fbs\/\" target=\"_blank\" rel=\"noopener\">FBS forex case study<\/a> covers a partnership of 6.5+ years across Saudi Arabia and the UAE, including Arabic-language search. Organic sessions grew 5X across the engagement, and the targeted keyword set grew from 120 to 367 high-volume keywords in the final six months. FBS holds top 3 Google rankings for &#8220;forex company&#8221;, &#8220;forex broker&#8221;, &#8220;stock trading&#8221;, &#8220;Bitcoin&#8221; and &#8220;cryptocurrencies&#8221;. In the July 2023 reporting cycle the site drew 164.4K organic clicks and 2.8M impressions, with clicks up 50.7% year on year. Google treats CFDs, financial spread betting and rolling spot forex as complex speculative financial products. It allows ads for them only when the advertiser is a licensed provider, the targeted location is eligible and the account is certified by Google. An agency that misses this will plan campaigns that never run.<\/p>\n<p>Google&#8217;s <a href=\"https:\/\/support.google.com\/adspolicy\/answer\/15188218?hl=en\" target=\"_blank\" rel=\"noopener\">complex speculative financial products policy<\/a>, read on 4 October 2026, has a UAE entry. It says Google &#8220;allows ads promoting complex speculative financial products targeting the United Arab Emirates as long as the provider of these products is licensed by&#8221; the Securities and Commodities Authority (SCA), the Dubai Financial Services Authority (DFSA) of the DIFC or the Financial Services Regulatory Authority (FSRA) of ADGM, and advertisers must also be certified with Google. For every other country you target, check the policy&#8217;s location list: Google says that if a location is not on it, these products &#8220;cannot be advertised&#8221;. Since June 2026, certification is applied for inside the Google Ads account. The page shows no publication or update date, so we cite the date we read it.<\/p>\n<p>In Saudi Arabia, a <a href=\"https:\/\/www.sama.gov.sa\/en-US\/MediaCenter\/News\/Pages\/news-590.aspx\" target=\"_blank\" rel=\"noopener\">SAMA notice of 15 July 2020<\/a> carries a warning from a standing committee, chaired by the Capital Market Authority, about unlicensed forex firms. It said they promote through paid social media posts, popular social media personalities and fake news-style reports that borrow official logos. Licensed brokers buy some of the same formats, so brand search results and reputation work carry extra weight.<\/p>\n<p>The DFSA and the FSRA each run their own financial promotion rules. We could not load their rulebooks on 4 October 2026, so we do not summarise them here. A long, dated SEO record is worth more than a Dubai address. We say that knowing it partly favours us, so weigh named results and regulatory fluency first, then local presence.<\/p>\n<p>The weakness in our own score is real. VOCTOS scored 2 of 5 on GCC presence and 3 of 5 on regulated advertising, and no AI engine named us in this test.
