Egypt&#8217;s Drug Authority (EDA) now publishes what happens when they do not: its two public advertising-violation lists held 43 notices when we read them on 4 October 2026, 23 for unapproved ads of registered products and 20 for misleading ads of unregistered ones. Facebook carried 25 of the 43. Below, we set that data against Saudi and Dubai rules.<\/p>\n<p><em>This is not legal advice. Confirm current requirements with the <a href=\"https:\/\/edaegypt.gov.eg\/en\/awareness\/advertising-violations\/\" target=\"_blank\" rel=\"noopener\">EDA<\/a>, the <a href=\"https:\/\/www.sfda.gov.sa\/en\/news\/17433\" target=\"_blank\" rel=\"noopener\">SFDA<\/a> or the UAE health authority that licenses your product before you publish.<\/em><\/p>\n<h2>What did Egypt&#8217;s Drug Authority publish on 29 September 2026?<\/h2>\n<p>On 29 September 2026 the EDA warned against misleading and unauthorised pharmaceutical ads on social media and published a new series of regulatory notices. According to Egyptian Streets, the notices covered registered products promoted on Facebook, Instagram and TikTok with ads the authority had not approved, which it said could carry misleading claims and lead to misuse.<\/p>\n<p><a href=\"https:\/\/egyptianstreets.com\/2026\/09\/30\/egypts-drug-authority-warns-against-misleading-pharmaceutical-ads-on-social-media\/\" target=\"_blank\" rel=\"noopener\">Egyptian Streets reported<\/a> that several of the products named are marketed for male sexual health. The EDA added that its notices reflect its regulatory assessment at the time of publication and are not judicial rulings. It asked consumers to check official EDA sources and to report suspect ads on its hotline, 15301, where reports are handled confidentially.<\/p>\n<p>The notices sit on two pages of the EDA website. The <a href=\"https:\/\/edaegypt.gov.eg\/en\/awareness\/advertising-violations\/advertising-violations-registered\/\" target=\"_blank\" rel=\"noopener\">registered-products list<\/a> is headed &#8220;Unapproved Advertisement For A Product Registered With The Egyptian Drug Authority&#8221;. The <a href=\"https:\/\/edaegypt.gov.eg\/en\/awareness\/advertising-violations\/advertising-violations-unregistered\/\" target=\"_blank\" rel=\"noopener\">unregistered-products list<\/a> covers ads with misleading marketing claims about products the EDA never registered. Each row records a notice code, a violation code, the product, the material type, the advertising entity, the venue, the date and a status.<\/p>\n<p>That first heading carries the lesson many advertisers miss. Registration lets a product be sold. It does not approve any particular ad for it.<\/p>\n<h2>What does the EDA notice data show?<\/h2>\n<p>We read both EDA lists row by row on 4 October 2026. Together they hold 43 notices: 23 for registered products advertised without approval and 20 for unregistered products sold with misleading claims. Facebook carried 25 of them, Instagram 12 and TikTok 3, and 3 were offline. Two of those were a banner and an electronic presentation at a medical conference. Bodybuilding hormones and peptides account for 4 notices, and NAD+, mesotherapy and &#8220;fat-cutting&#8221; injectables or drips for another 4. The other 5 cover skin patches, an herbal formula, an intimate-care gel and a slimming product pushed by a kids-branded account.<\/p>\n<p>The advertisers differ by list. On the registered side, most notices name individual doctors, doctor-branded pages or influencers; the rest are 2 pharmacy chains, 1 private hospital and 1 clinic page. On the unregistered side they are clinics, a diet brand, gyms and fitness pages, an herbalist and brand pages. Advertising dates run from January 2025 to September 2026.<\/p>\n<p>Press coverage on 30 September counted 19 ads on the registered list. That matches the number the EDA marks as active; the full list holds 23, including 4 marked inactive. We report those labels as the EDA prints them and read nothing more into them. This article names no product, person, clinic, pharmacy or hospital.<\/p>\n<p>For scale, the EDA&#8217;s <a href=\"https:\/\/edaegypt.gov.eg\/en\/media-center\/news\/egyptian-drug-authority-announces-its-2024-achievements-report\/\" target=\"_blank\" rel=\"noopener\">2024 achievements report<\/a> records 441 violations issued on pharmaceutical promotion and advertising in 2024 and 488 reports about misleading or inappropriate promotional material. The 43 public notices are the visible part of that work.<\/p>\n<p><strong>GLP-1-type weight-loss injectables are the biggest single group on the unregistered list: 7 of 20 notices, 2 of them at a medical conference rather than on social media.<\/strong><\/p>\n<h2>Who approves a medicine ad in Egypt, Saudi Arabia and the UAE?<\/h2>\n<p>Each market puts a regulator between the brand and the feed. In Egypt, the EDA lists any ad for a registered product that it has not approved as a violation. In Saudi Arabia, the SFDA must approve ads for non-prescription medicines and other regulated products before they run. In Dubai, DHA standards govern health content on social media.<\/p>\n<p>The table shows what we could confirm on 4 October 2026. Where a cell says &#8220;not verified&#8221;, we could not open a primary source and left the claim out rather than guess. Check with the health authority that licenses your product before you brief anyone.<\/p>\n<h2>Do Meta and TikTok add their own rules?<\/h2>\n<p>Yes. Both platforms run healthcare and pharmaceutical ad policies on top of the regulator, and passing one gate does not clear the other. We could not open either policy in full on 4 October 2026, so we do not summarise their terms here. Read <a href=\"https:\/\/transparency.meta.com\/policies\/ad-standards\/restricted-goods-services\/drugs-pharmaceuticals\/\" target=\"_blank\" rel=\"noopener\">Meta&#8217;s drugs and pharmaceuticals standard<\/a> and TikTok&#8217;s regional policy directly before launch.<\/p>\n<p>The bigger gap is organic content. A creator&#8217;s own post, or a doctor&#8217;s page, never passes through ad review. On the EDA&#8217;s registered list, most notices name exactly those accounts. The list does not say whether any of the posts were paid. The list covers paid ads and paid creator posts, because the EDA&#8217;s notices record the advertising entity as well as the product. If a single item fails, hold the launch until you have it fixed.<\/p>\n<ol>\n<li>Confirm the product&#8217;s status with the regulator: registered or listed with the EDA, the SFDA or the relevant UAE authority, in that exact form and strength.<\/li>\n<li>Check whether it is prescription only. If yes, get written confirmation that it can be advertised to the public at all; the SFDA&#8217;s approval list names non-prescription medicines only.<\/li>\n<li>Get the creative approved by the regulator, and file the approval reference with the asset.<\/li>\n<li>Compare every claim in the caption, voiceover and on-screen text with the approved wording. Edits after approval count as new material.<\/li>\n<li>Treat in-clinic, in-pharmacy and conference material as advertising too: 3 of the 43 EDA notices were offline.<\/li>\n<li>Check each platform&#8217;s own healthcare ad policy for each market, separately from the regulator&#8217;s approval.<\/li>\n<li>Give each creator, doctor or pharmacist the approved script in writing, and make posting anything else a breach of contract.<\/li>\n<li>For Dubai health facilities and professionals, check the content against DHA&#8217;s social media standards, including banned words such as &#8220;best&#8221; and &#8220;100 per cent&#8221;.<\/li>\n<li>Keep dated screenshots of every live version for at least the campaign&#8217;s length.<\/li>\n<\/ol>\n<p>All 43 EDA notices fall under item 1 or item 3: 20 involve products not registered with the EDA, and 23 involve registered products advertised without approval. Each row gives the venue, the material type, the advertising date and the EDA&#8217;s status label, and most notice codes link to a PDF notice. You do not need an account to read them.<\/p>\n<p>Read the status column with care. On 4 October 2026 the registered list showed 19 notices as active and 4 as inactive, and all 20 unregistered notices were active. We do not interpret the label beyond what the EDA prints, and the EDA itself calls the notices regulatory assessments, not court rulings.<\/p>\n<p>The lists only show what the EDA has acted on. A competitor ad that is not listed has not been cleared; it just has not been flagged. If you find one making claims you believe are unapproved, screenshot it, copy the link and note the date. Then report it on 15301 or through EDA&#8217;s official channels, not only through a platform&#8217;s report button.<\/p>\n<h2>Our read<\/h2>\n<p>Egypt&#8217;s public lists change who carries the risk. The EDA records the account that ran the ad, so a doctor, pharmacist or influencer who reads an unapproved script now has their name on a government page. Brands that brief creators loosely are passing that exposure to the people they pay.<\/p>\n<p>Our position is that the regulator&#8217;s approval reference should travel with every asset: in the brief, in the contract and in the file name. It costs one field in a brief and one line in a contract.<\/p>\n<p>We also think &#8220;registered&#8221; is the most dangerous word in a health marketing meeting. All 23 notices on the registered list involve products the EDA had already registered. Registration answers whether a product can be sold. It says nothing about whether this caption, from this account, can run.<\/p>\n<p>The unregistered list points at weight-loss injectables. Seven of its 20 notices concern GLP-1-type products, and two of those were shown at a medical conference, a venue few compliance teams monitor. Clinics and diet brands selling these products should assume the regulator is watching.<\/p>\n<p>The weak point in our analysis is classification. Product categories on the unregistered list are our grouping, not the EDA&#8217;s, and both lists grow as the EDA adds notices. These counts describe the pages as we read them on 4 October 2026.<\/p>\n<h2>FAQ<\/h2>\n<h3>Can I advertise a registered medicine on Facebook in Egypt without EDA approval?<\/h3>\n<p>No. The EDA keeps a separate violations list for exactly this case, headed &#8220;Unapproved Advertisement For A Product Registered With The Egyptian Drug Authority&#8221;. On 4 October 2026 it held 23 notices, 13 of them for Facebook ads. Registration lets you sell a product. Are we liable?<\/h3>\n<p>We cannot answer liability for you, and the EDA lists do not show how fault is split. What they do show: notices record the advertising entity, which on the registered list is most often a doctor, a doctor-branded page or an influencer. Send a written takedown request, keep the evidence, and tell the regulator about claims you never approved.<\/p>\n<h3>Which products does the EDA flag most often in its unregistered-product notices?<\/h3>\n<p>GLP-1-type weight-loss injectables. Each notice also carries a status the EDA labels active or inactive. Treat a listing as a serious regulatory warning, and take legal advice on any consequences.<\/p>\n<h3>How do I report a medicine ad I think breaks the rules?<\/h3>\n<p>In Egypt, call the EDA hotline 15301 or use its official reporting channels; the authority says reports are handled confidentially. In Saudi Arabia, the SFDA asks people to report advertising violations on its unified number 19999. Screenshot the post, copy its link and note the date first, because a deleted post leaves you with no evidence.<\/p>\n<h2>Where this leaves your next campaign<\/h2>\n<p>Whether medicine ads are allowed on social media in Arab markets is the wrong thing to ask. In Saudi Arabia, non-prescription medicines can run with SFDA approval, and Egypt&#8217;s lists show that approval is the test the EDA applies. What matters is whether you can show the approval for the exact words a specific account published, on the day it went live.<\/p>\n<p>If you hold a regulator approval for every asset and a signed script for every creator, launch, and check the EDA lists for your category every month.
