OpenAI&#8217;s <a href=\"https:\/\/help.openai.com\/en\/articles\/20001245-ads-manager-availability\" target=\"_blank\" rel=\"noopener\">Ads Manager availability page<\/a>, checked by VOCTOS on 1 October 2026, lists both among 63 self-service countries, with all six GCC states included. The limit is category, not country. OpenAI still blocks health, financial and legal services ads outside the US, so a Riyadh retailer can launch this week and a Dubai clinic cannot.<\/p>\n<h2>What did OpenAI change for Saudi Arabia and the UAE?<\/h2>\n<p>OpenAI added Saudi Arabia and the United Arab Emirates to its self-service Ads Manager table in mid-September 2026, about two weeks after it opened self-serve buying across the Middle East and North Africa on 31 August. A company whose legal entity is registered in either country can now sign up, verify and pay without going through OpenAI&#8217;s sales team.<\/p>\n<p>The eligibility rule is one line on the availability page: the legal entity that advertises and is billed must be based in a listed country. Where your customers live is a separate question. The account follows the entity that pays, not the market you plan to reach.<\/p>\n<p>Before self-serve, buying ran through OpenAI&#8217;s Ads Solutions team or through an agency or technology partner. Those routes still exist, but they are no longer the only door. OpenAI&#8217;s own <a href=\"https:\/\/openai.com\/index\/expanding-access-to-ai-with-chatgpt-ads\/\" target=\"_blank\" rel=\"noopener\">31 August announcement<\/a> credits Ads Manager with opening the platform to small and mid-sized businesses, which it says now make up a material share of its ads business.<\/p>\n<p>This change also overturned our own earlier reporting. On 7 September, VOCTOS reported that the table listed 11 Arab countries and left out Saudi Arabia and the UAE. That was accurate that week and wrong nine days later. OpenAI opened self-serve buying across the Middle East and North Africa on 31 August 2026, and the first country table after that listed Bahrain, Kuwait, Oman and Qatar but not Saudi Arabia or the UAE. The page shows only a relative &#8220;Updated&#8221; marker, so the mid-September date rests on that marker and on press coverage published on 17 September. Oman sits on the advertiser table, but it was not among the nine markets OpenAI named in its 17 September regional announcement. Buying from Muscat is possible, but whether Omani users see ads at scale is not documented.<\/p>\n<h2>Does the listing mean people in Riyadh and Dubai see ads?<\/h2>\n<p>Not by itself: the availability page proves who can buy, not who sees ads. Delivery to users runs as a separate, gradual rollout. OpenAI shows ads to Free and Go users and in logged-out sessions, never to Plus, Pro, Business, Enterprise or Edu accounts, and it rolls ads out to eligible users gradually by region.<\/p>\n<p>The strongest public evidence for Gulf delivery is OpenAI&#8217;s regional announcement of 17 September 2026. As reported by Martechvibe, it named Saudi Arabia, the UAE, Qatar, Egypt, Kuwait, Morocco, Turkey, Jordan and Bahrain as markets in the expansion. OpenAI&#8217;s <a href=\"https:\/\/help.openai.com\/en\/articles\/20001047-ads-in-chatgpt\" target=\"_blank\" rel=\"noopener\">user help page<\/a> adds the exclusions: no ads for accounts identified as under 18, none in Temporary Chats, and none next to personal health, mental health or political conversations.<\/p>\n<p>What nobody outside OpenAI can give you is volume. OpenAI publishes no impression counts by country. The audience is large, though: chatgpt.com ranked 7th among all websites in Saudi Arabia and 3rd in the UAE in August 2026, according to <a href=\"https:\/\/www.similarweb.com\/top-websites\/saudi-arabia\/\" target=\"_blank\" rel=\"noopener\">Similarweb&#8217;s top websites ranking<\/a>. Your reachable slice is the Free and Go share of that audience, and its exact size is unknown.<\/p>\n<h2>Which Gulf verticals can advertise on ChatGPT today?<\/h2>\n<p>Consumer categories can, and regulated ones mostly cannot. Retail and household goods, local services, travel and experiences, and digital products and education are the launch categories in OpenAI&#8217;s <a href=\"https:\/\/openai.com\/policies\/ad-policies\/\" target=\"_blank\" rel=\"noopener\">ad policy<\/a>. The policy, updated 10 September 2026, prohibits legal services ads outside the US and calls health and financial services ads outside the US &#8220;generally prohibited&#8221;.<\/p>\n<p>OpenAI publishes no route for a non-US advertiser to win an exception in those two categories. That is roughly SAR 1,400 of media at SAR 50 a day. It will not prove return on ad spend.
